PORTS FSS Project

EnergX is a prime contractor to DOE providing support to DOE’s D&D mission at Portsmouth Gaseous Diffusion Plant (PORTS) in Piketon, OH. As part of the prime entity, Wastren EnergX Mission Support, EnergX is responsible for the overall management of the contract and is focused on providing services to the D&D contractor at the site in a manner that will not delay, disrupt, or hinder the work being performed. We are dedicated to providing landlord-type services (e.g., roads, grounds, facilities, mail, janitorial, fleet, property, and shipping and receiving) as well as mission-critical services (e.g., IT, security, training, and records management).

Facility management and maintenance including preventive and corrective maintenance activities of non-nuclear and nuclear facilities are being performed in accordance with DOE O 430.1B and 4330.4B. We also developed a comprehensive waste management and pollution prevention program using an aggressive communication campaign to promote recycling, waste minimization, and reuse.

EnergX is developing and maintaining, scheduling, conducting, and recording a training program that ensures compliance with ES&H laws, RCRA, CERCLA, OSHA, and DOE Orders. The training program will support all D&D activities and provide all training for all DOE, prime contractors and subcontractors at the site. Development of specific D&D training classes inclusive of hands-on mock up training will be included.

We are providing security services including physical and cyber security as required in DOE Order 205.1A. Personnel security includes visitor control, access control, badging, and management of DOE clearances. In addition, we instituted a Security Moment concept where security-related information or concerns can be conveyed to workers during POD meetings, work package briefings, toolbox meetings, etc. These are brief opportunities to help develop a security-conscious culture.

Other activities include mail services, records management and document control, fleet management, real and personal property, medical service, and shipping and receiving services. We established and maintained the capability to access and utilize the DOE systems or databases: Computerized Accident/Incident Reporting System (CAIRS); Non-Compliance Tracking System (NTS) database; Occurrence Reporting and Processing System (ORPS); Foreign Access Central Tracking System (FACTS) database; Facility Information Management System (FIMS); Condition Assessment Information System (CAIS); Federal Telephone System Access; and EM’S Integrated Planning, Accountability, and Budget System (IPABS).

For this project, we are utilizing our project management system that is an integrated scope, schedule, and cost control system able to track, manage, and report progress in full compliance with DOE O 413.3A, ANSI/EIA-748-A Standard for Earned Value Management Systems. In addition, we will implement comprehensive business systems, policies, and procedures to en-sure that reporting, subcontract tracking, and performance metric measurement are performed in a consistent manner.

Another important aspect of project management is work control management. Our work management process is designed so that we can properly and effectively supervise, track, and accomplish both scheduled and unscheduled work including special projects. We directly interface with the Environmental, Safety, Health and Quality (ESH&Q) group for integration of quality and safety into our work orders and work schedules. ESH&Q program development and support includes all regulatory support and permitting issues and health and safety support and oversight of all site activities. In addition, we developed and implemented a site-wide ISMS program. Our established and implemented Quality Assurance Program meets the requirements of ANSI/ASME NQA-1, Quality Assurance Requirements for Nuclear Facility Applications.
